Rule Awareness and
Emphasis
All Leagues &
Officials:
The A League, Rec League & Women’s League will be playing this season as it has in previous seasons with CARHA rules.
The standard of officiating that must be practiced is to include calling of penalties by the laid out in the CARHA rulebook. The above leagues as well as the Old-timers League will play with a safety focus similar to CARHA.
The rules that the officials will be asked to know and call consistently that will be new to most officials and players are the 5-minute High sticking Penalty and the four minute double minor for a player colliding with the boards as the result of any minor penalty.
Exceptions to the CARHA rule book for the A League, Rec league and Women’s League will include.
High sticking the puck will be played under Hockey Canada Rules which include the play continuing until the offending team regains possession and control of the puck. If the non offending team gains possession and control of the puck play will continue in the normal manner. High sticking the puck for the purpose of the three leagues will be defined as contacting the puck above the normal height of the shoulders (Rule 61d CARHA & Rule 62d Hockey Canada Rule book)
Old-timers League: High Sticking the puck will be defined as below from the CARHA rule book
Rule 61 (d) - Contacting the puck
above the normal height of the shoulders is prohibited and, when it
occurs, play shall be stopped immediately and a Minor penalty shall be assessed
to the offending player.
Slap Shots- Will be permitted in the A League, Rec League and Women’s League.
Old-timers League:
The Slap Shot will be defined
as below from the CARHA rule book:
Slap Shot:Rule 78 (a) - Any player
who uses a Slap Shot during the game shall be assessed a Minor penalty. If an
injury to an opponent results, a Major penalty shall be assessed.
Note 1: The use of a Snap
Shot has been authorized by the CARHA/COHA Rules Committee. The Snap Shot
is to bring the stick back behind
the puck a maximum of fifteen (15) inches (either on or off the ice) and to shoot the puck in a wrist shot
fashion.
Rule 78 (b) - A player who uses the
action of a Fake Slap Shot for the purpose of intimidating an opposing player
and/or opposing goalkeeper shall be assessed a Minor
penalty. Slap Shots are a penalty called immediately, not on delay.
Game Ejection
Penalty (28F) & Double Minor Penalties
All double minor
Penalties (spearing, butt-ending and minor penalties assessed under rule 49B)
will constitute two penalties towards the three penalty ejection rule.
Other rule
emphasis and communications will be distributed after your next meeting and
with clarification of A few other rules from you. I have attached A rule
description of the above rules and would like your confirmation (minimum) or
input before I distribute it out as a handout to the officials tomorrow
night.
I have rules
below from the CARHA rulebook and will monitor the consistency in which they
are applied on a weekly basis.
Boarding and Body Contact, Rule 49
(a) - A Minor or Major penalty, at the discretion of the Referee, based on the
intent and the violence of the impact with the opposing player, shall be
assessed to any player who intentionally bodies, pushes, shoves, stands in
front of an opponent for the purpose of making contact and/or does not attempt
to avert body contact with an opponent. When injury results from intentional
body contact, a Major penalty shall be assessed.
Rule 49 (b) - In the event that a player, by committing an infraction of the
rules, causes an opponent to collide with the boards, the Minor penalty
normally assessed under the rules will be waived, and a Double Minor penalty
shall be assessed. The Major and/or Match penalty applicable to the rule will
be assessed in a normal manner. Note 1: The Double Minor penalty assessed under this rule shall count as two
(2) penalties in the application of the Three-Penalty Rule, Rule 25 (f).
Rule 49 (c) - Where, in the opinion of the
Referee, accidental contact has taken place, no penalty shall be assessed.
High Sticking
Rule 61 (a) - A Minor penalty shall be assessed to any
player who checks an opponent or intimidates an opponent while carrying his
stick above the normal height of the waist.
Rule 61 (b) - A player who accidentally or intentionally contacts an
opponent above the normal height of the shoulders with a high stick shall be
assessed a Major penalty, whether or not injury results.
Note 1: A player who is
assessed a Major penalty for intentionally contacting an opponent with a high
stick shall also incur a Game Misconduct under Rule 30. The Game Misconduct
shall not apply to players assessed a Major penalty for an accidental high
stick, except when injury results, then the Game Misconduct shall be assessed.
Team representatives are responsible
for communicating this information to players and are encouraged to give their
feedback or questions regarding the above rules.
